What is a WhatsApp Business API provider?
A WhatsApp Business API provider is a company Meta authorizes to connect businesses to the WhatsApp Business Platform. Most add software on top: an inbox, templates, automations, broadcasts and integrations. Meta calls them partners, split into Solution Partners, still widely called BSPs, and Tech Providers. Businesses with developers can also use Meta's Cloud API directly.
BSP stands for Business Solution Provider, from the days when a handful of companies resold API access. Meta's developer documentation now calls that tier Solution Partners, though its help center and most of the industry still say BSP, and 'WhatsApp BSP' is often used for any official provider.
WhatsApp Cloud API vs a BSP
The Cloud API is Meta's hosted version of the WhatsApp Business Platform. Access is free, you pay per delivered message, and Meta says it supports up to 1,000 messages per second. The older On-Premises API, which businesses and providers hosted themselves, stopped getting new features in January 2024, and its final version expired on October 23, 2025. Numbers can now only be registered on the Cloud API, so every official provider runs on it underneath.

Solution Partners, Tech Providers and Tech Partners

Tech Providers that reach Meta's thresholds, such as 10 or more active clients and 2,500 messages a day on average, can upgrade to Tech Partner, which adds training, analytics and client matching from Meta.
The billing column matters most. When Meta bills you directly, you see Meta's rates on Meta's invoice and nobody can mark them up. When a Solution Partner bills you, you get one convenient invoice, so ask whether Meta's fees are passed through at cost.
One more 2026 change: under Meta's new account model, rolling out from September 23, 2026, a number can be shared with more than one partner, each with its own Messaging account for templates and billing. One provider can handle marketing while another handles support, on the same number customers already know.
How WhatsApp API provider pricing works
Every WhatsApp API setup has two costs: Meta's message fees and the provider's fee.
Meta's fees are the same whichever provider you choose, as long as they are passed through at cost. Since July 1, 2025, Meta has charged per delivered template message, priced by category (marketing, utility, authentication) and by the recipient's country. From October 1, 2026 it also charges for service replies and for utility messages sent inside the 24-hour customer service window, at the same per-market rate as utility. Provider fees come in five common shapes:
- Flat monthly plans that gate features, not volume
- Per-seat pricing for each agent, often with paid add-ons for chatbot sessions or AI
- A license per phone number. 360dialog, for example, charges a monthly fee per number and says it adds no markup on Meta's fees.
- A platform fee per message on top of Meta's. Twilio, for example, charges its own fee on inbound and outbound WhatsApp messages.
- Bundled per-message prices that fold Meta's fee and a markup into one number
To compare fairly, estimate a normal month: messages by category and country, agents and numbers, plus any setup fee, minimum or annual contract. In India, where Meta began billing eligible customers in rupees on January 1, 2026, also ask how the provider handles INR billing.

- 360dialog: a Berlin-based Meta partner focused on lean API access for businesses and software companies, charging a monthly fee per number with no markup on Meta's fees, by its own account.
- AiSensy: a WhatsApp marketing platform from Gurugram, India, for small and midsize businesses, built around broadcast campaigns, chatbot flows and live chat.
- Bird (formerly MessageBird): a Dutch communications company that rebranded from MessageBird in 2024 and offers WhatsApp alongside SMS, email and voice.
- Gupshup: a conversational messaging company headquartered in San Francisco with a large presence in India, offering the WhatsApp API with bot-building and campaign tools across several channels.
- Infobip: a global cloud communications company headquartered in Croatia, whose WhatsApp offering sits inside an omnichannel platform that also covers SMS, email and voice.
- Interakt: Jio Haptik's WhatsApp platform for Indian small businesses and D2C brands, combining a shared inbox, campaigns, catalog and automation.
- respond.io: a Kuala Lumpur-based conversation platform that puts WhatsApp next to Messenger, Instagram, TikTok, email and other channels in one inbox, with workflow automation and AI agents.
- SleekFlow: a Hong Kong-based omnichannel platform combining WhatsApp with Instagram, Facebook, SMS and live chat, plus a team inbox and flow builder.
- Twilio: a US communications API company for developers; WhatsApp is one channel in its messaging API, and Twilio adds its own per-message fee to Meta's.
- Wati: a WhatsApp-focused platform for small and midsize teams with a shared inbox, a no-code chatbot builder and broadcasts, sold in monthly plans with user tiers and paid add-ons.

How to choose the best WhatsApp API provider for you
There is no single best WhatsApp API provider, only the best fit for your size, industry and team. Work through these in order:
- Official status. Confirm the company is a Meta Solution Partner or Tech Provider. Official connections run through Meta's Embedded Signup; a tool that links your number by showing its own QR code, the way WhatsApp Web does, is an unofficial client and a fast route to a ban.
- Who bills Meta's fees, and at what rate. Get it in writing, along with any per-message platform fee, including on inbound messages.
- Coexistence. Can you keep the WhatsApp Business app on the same number? Not every provider supports it.
- Ownership. Your WhatsApp account should sit in your own business portfolio, and you should be able to export contacts, consent records and conversation history.
- Setup time. Self-serve Embedded Signup in minutes, or a sales call and weeks of onboarding?
- Industry fit. Ready-made flows for your business, such as cart recovery and COD confirmation for stores or reminders for clinics, beat a blank builder.
- Seats and AI. What each extra agent costs, and whether the AI chatbot is included or metered.
- Compliance tools. Consent records, STOP handling, quiet hours and quality-rating alerts.
- Support. Hours, languages and response times that match your market.
Switching is also less risky than it used to be. Once your business is on the new account model, numbers no longer migrate between Solution Partners: you share your WhatsApp account with the new provider and the number stays put. Templates live in each provider's Messaging account, so plan to recreate or copy them. Meta notes that copied templates restart their quality rating and messaging tier, with a ramp-up of about two to four weeks.
